Simple - if you have chargeback, you need to send a letter with tracking number to buyer, then you must upload tracking number to Paypal. And always you should win that dispute. I recommend to set User Rating - 4/5 for prevent chargebacks.

yeah local bit coins i know about it as well. i have a few sells but it not very fast only maybe one a day anyway to increase the volume of sales
