Regarding your questions, the vote value on a post is determined by the vote value of the people who vote on it. Therefore, if one person has a vote value of $10 and votes on your post then you will have $10 on that post along with one vote. However, if 100 people who have vote values of $0.01 each all vote on your post then you will only have $1 on that post along with 100 votes.
