Yes,Experiments have been done and are being done all over the world. http://www.basicincome.org/research/basic-income-studies/ venture capitalists are quite late to join the game though. The biggest player is the BIEN,Basic Income Earth Network,they go way back,1968 to be exact.
I sincerely believe this will be implemented in the future,partly because of technological unemployment,and partly because this is a policy issue where the left and the right can agree.
I just got turned on to more formal Universal Basic Income recently and I love the idea, of course with the concern of ensuring sustainability (which anything else has that same issue, not an argument against UBI.) I just went through The Case for Universal Prosperity last week and found it fascinating, even if it did break my brain a little bit.
