In Hong Kong in 2014 during unrest, there were attempts to prevent civilians from communicating. When ISPs prevented folks from discussing their situation, an app proliferated that allowed cell phones to communicate via radio directly to peers. Further, each phone was able to act as a node, that passed messages along from phone to phone, without using the cell towers, or ISPs.

They created a mesh network, and it couldn't be censored or shut down.

We need mesh networks here, just as they do there, and everywhere.
