Yes you are right. But from my personal experience i can only suggest you that keep patience. If you have skills, its damn right that you will earn a lot of money from fiverr. Its damn true,

actually tried my hand earlier at fiverr. i was hosting websites. was able to generate sales but fiverr closed my gigs saying hosting is not allowed on fiverr :)
Ok. I think you should read terms and policy of fiverr first. No one can work against this terms and policy.
If you work maintaining their terms and policy, hopefully there will be all right. So you need to check their terms and policy 1st, and then decide what kind of gig you can provide your customers depending on your skills
