Unbelievable Beared TAX in Russia

It is unbelievable for me and you also. In Russia one of the biggest country in the world and former super power there is a strange rules and regulation of life. I am reading a blog from some one news then I confirmed with wikipedia that in russia if your beared grow more than 2 weeks you had to pay tax. If you don't pay tax then russian police will shave your beared in public.
What will you sat that is good or not??
