There is no way to tell that from a picture, yeah, it looks similar, but to tell exactly what beetle that is, it would need a closer examination. All the rose chafer beetles I've seen looked different than this one, because they had characteristic drawing on their backs, but I'm in no way expert to tell for sure, also they could look different in different parts of the world since they'd have to adapt to different conditions.
