I tend to agree with Mr. Happer and I am not alone. Here's a link to a paper by Nasif Nahle on the overlapping bands of aborption by water vapor and carbon dioxide that demonstrates the benefit of increased carbon dioxide in the atmosphere. For a simpler explanation, here's a link to my post.

When I used to have an AM-radio morning show here in Maine, one of my most frequent guests was Lord Christopher Monckton, Margaret Thatcher's former Science Advisor. He also made the same point, and was always a great interview.
Plus since it's been proven that historically increases in CO2 have lagged behind increases in temperature, you could say the current increase in CO2 is partially due to the earth protecting itself from overheating.
