Who? Only someone who sees he can make a ton of money for free, the rest are rarely practical enough to make something like that work.

I have not seen it happen for big fundings...just very small, to help a person in need, that's all - and even then, it only works if the call for help is made by a group who have a large following.
How would you get your request for help read by more than the usual number you get? And, even should you succeed in receiving some good upvotes, if someone with enough SP decides you should not be backed, he can flag you to death.
What might work is if you open an account for them and post there, as often as possible, news of what is happening with them, and ask people to help with upvotes, but more important, that they delegate, you could grow the SP to the point where you make enough money to help them

If you have people transfer SBD directly to the new account, not even a whale can stop them.

Hmm i have enough trouble to build this account.. for being on steemit for over a year i'm not doing a very good job. I have a few principles that don't sit well with the way steemit works. And those have been very much in the way, and still are.
My mind is not really wired to write code, I know a bit of C and PHP other script stuff i could probably still manage, but a project like this idea needs a few people who really know how to run such a project. To me it is not clear what is technically possible on the blockchain and the IPFS. I like decentralization but have not been able to keep up with how things work.
