Are girls the reason for their own rape?

A big question for all, especially for the developing countries -

Is it unsafe for girls to go out at night?
Is it enticing men for girls to wear short dress?
Is it wrong for girls to do makeup?
Is it wrong for girls to have male friends / or hang out with them?
Is it wrong for girls to do job? especially late night jobs?

When will the society really be modern ??

Why do men's rape ?? is it the fault of girls to get raped ? is wearing short dress the reason for inviting men to be getting raped.
Is this kind of mindset correct? what does our modern society think about this?

I am asking you this question because an incident took
place in India on 30 April 2019 where it highlighted the mindset of our elders in the society.

Wearing a short dress is like inviting men to rape and the ones who wear it should get raped.
These were the words of a middle-aged woman telling a girl in a restaurant in Delhi India.

A group of girls went out in a restaurant to eat in Delhi where a girl in that group was harassed by a woman.
For no reason the lady started moral policing on that girl's dress saying she should be ashamed for wearing such thighs revealing short dress, she should be raped she also addressed the men in the restaurant that you should rape girls like this who wear short dresses.

Such words from a woman to a women .

The woman left the restaurant and went inside a mall, the girls followed her to the mall, confronted her and asked her to be sorry.
The woman was so brazen that she didn't even want to say sorry after the girls repeatedly demanded her to apologize.
Another woman present in that same scene politely tried to make her understand to be sorry but she was so adamant instead she brazenly went on blaming the girls and asked to call the police.

The girls filmed the whole video and uploaded on social media.
The video had gone viral overnight. The troll and shame on the internet made the lady apologize through facebook post. The woman has received tremendous hate on the internet, that compelled her to say I have apologized please stop it.
