this transaction has so far effectively blocked finalization of Golos ICO campany.
trick is in some transactions chained with this transaction's outputs, so good transaction fees are buried in this one.

there are 0.0003 BTC of fees already, and cyber•Fund was caught by their tongues telling to pay good bounty in BTC for resolving issue.

edit: nope, won't work, the fee is too low.
they unfortunately have no chance to resubmit - as doublespending transaction would be past crowdsale end date.
@pioner, someone should contact http://twitter.com/@viabtc on twitter, they are doing a transaction accelerator ( this tx fee is too low to be processed using it). However, they could be sympathetic to your case and accelerate the stuck transaction even considering the fee problem.
