Animals are intelligent in the ways in which they must be.
They may not be able to do math or write essays, but they are hardwired to solve their own challenges in life.
To fool a predator, some birds, for example, build a house with a phony room:

The ingenuity of evolution resulted in that basic design.
Animals are amazing in ways that an IQ test cannot measure. The human brain has a high calorie need. It requires a lot of oxygen and consumes 20% of your daily calories (despite just being 2-3% of your body weight). It would not be feasible for other species.
In general, a species is as intelligent as it needs to be.
