As for the other perspective that the canon is put in the sack, then his head is removed and tied his mouth, put the sack again until the canon stresses and dies from out of breath. I am here to judge the public today excessively assessing the case of mistreatment of a "canon" dog, I think the public one eye assess what is really without finding out in advance about the case.
Article 66A (1) of the Law of the Republic of Indonesia No. 41 of 2014 "states that everyone is prohibited from mistreating and/or abusing animals that result in disability and/or unproductive". With this law I am convinced that it is impossible for pp satpol officers to commit acts of mistreatment and even kill animals causing the death of "canon".
It could be actions taken by officers in the form of securing animals infected with the rabies virus (rabid dogs) or already disturbing the comfort of others. Like another example, a large pig named "Bro" in a popular tourist spot, Sabang. The life of "BRO" who is close to each other is considered ordinary, because the animal is also accustomed to adapting to the locality of tourists.
