What if you could set your account to automatically shadow downvote a group of 999 other minnows. So, when you see spam, you could downvote it and 999 other downvotes would get triggered. The result would be full one dollar downvotes where ever you put your 0.1 cent downvote.

I see two technical ways of doing this: One way is, the 1,000 minnows give voting/posting authority to a bot and the bot follows the blockchain and downvotes for everyone. A another way is, the 1,000 minnows give posting-keys to a server somewhere and then the bot downvotes with the keys.
