Decision making in conflict response: strategies for frontline humanitarian workers

The world has a population of more than 60million displaced persons who surely depends on humanitarian response for life-saving support. In conflict environment to get the right help to the most needy is complex because of many processes and systems that work in some situations and can not work for others at the frontline of humanitarian delivery.
With humanitarian works especially on conflict areas like the case of the anglophone crises, a state armed military or an non state armed military can stop you and demand for money before you can pass to reach the communities. Now your agency refuse bribes but if you do not pay the money the most vulnerable will suffer and if you pay, you are supporting he same people who are attacking the communities.
Having this in mind knowing that he is corrupt and want the money for his own personal gains and you know that your life is not in danger if you comply but there is a clear risk to those who depends on your service, what will you do?

With these in mind, frontline humanitarian need to develop a strategy on how to reach the vulnerable at all possible means. This was my experience in Momo division North west region of Cameroon. The statistics for vulnerable information was based on approximate in terms of the number of communities and the populations but the real statistics was different.

Knowing fully well we were in a conflict environment, we had to creat a strong cordial relationship with the communities where we were working. This was dressing like them, participating in their communities activities, being commoners by eating their local food and making their homes ours.

During community meetings with the stakeholders, we had appointed a leader who could talk with choice of words that will suit the people by emphasizing on the benefits of our mission to them and this had to be in line with the humanitarian principles.

Like where we were sent, we all were suspects either collaborating with the state arm or non state arm and this time our life depends on what we were discussing and the message we passed to the people. We had to be neutral and focus on our mission without favoring any side.
Targeting some communities and leaving some was a big problem as some indigenous people were to hostile and could stop our passage. We decided to share ourselves so that we can at least touched all the communities and with far distance communities some other humanitarians had to spend a night there so as to target all the vulnerable. With shortages on our field staffs we had to solicit for volunteers who assisted us in road directions and translation of languages from local to the official language.

Some other communities were not safe and we Humanitarian could not reach the site. We had to use the local organs and change their location by joining them with their neighboring communities.
The aid was not enough and the needy were more so we had to develop a strategy of targeting most the vulnerable first with the help of the community stakeholders. For this to effectively to have work, we had to inform the stakeholders first before any targeting that we have come for the needy not for all and they were the ones to help us locate those we came for.

Being a humanitarian is good. Working to serve humanity is beautiful but having to do this while dealing with insecurity is most challenging thing to do. Courage at your work.theres more to do all the best as you reach out.
