We would like to know if the period of time valid for club5050, club75 and club100 includes 30 or 60 days?
The rules are explicit and standard for all, according to a comment from sc01 himself, the rules never talk about total rewards, i.e. they only talk about transfers vs power up. That's why some users are still confused.
club5050: Your power up must be equal or greater than your withdrawals or transfers during the last month (From March 11 to February 11).
Example: if you withdraw 50 STEEM you must Power up 50 STEEM or more.
club75: Your power up must be triple (x3) your withdrawals or transfers during the last two months (March 11 to January 11).
Example: if you withdraw 50 STEEM you must Power Up 150 STEEM or more.
club100: you must not have withdrawn anything during the last 3 months.
The rules do not mention anything else, neither the period of activity, nor what is 50% 75% or 100% of the rewards.
Because if that is how you are explaining it (wrongly) "75% power-ups and 25% cash out within 60 days of the total rewards received", Wilmer would be right. Since Wilmer in his last 60 days has claimed approximately 4,500 STEEM in rewards and has Power UP's on 4,181.842 STEEM, that is more than 90%.
So, you are giving him the reason with this comment and bad explanation of the rules "giving to understand" that the rules are based on the total of the rewards, and it is not so. If not, SC01 would not have asked you or would not be confused.
Maybe the Steemit team should make an official announcement or publication "that doesn't exist" explaining the rules themselves. So people don't get confused.
But according to @steemcurator01 comments, the rules are as I described at the beginning.

The time periods have always been 1 month for #club5050, 2 months for #club75 and 3 months for #club100.
That has been stated and repeated many, many times.
