Johnny Utah, es un joven agente del FBI (fue futbolista) que siempre busca el riesgo, se traslada a la costa de California, se retira por una lección y se hace policía, entra para desmantelar una organización delictiva que se dedica al robo de bancos. Su compañero lo asocia a los que surfean olas. Se introduce en los ambientes de surf para atraparlos. Los ladrones usan mascaras de los ex presidentes.

I think the movie is Point Break
Johnny Utah, is a young FBI agent (he was a footballer) who is always looking for risk, he moves to the California coast, he retires for a lesson and becomes a policeman, he enters to dismantle a criminal organization that is dedicated to bank robbery . His partner associates him with those who surf waves. It enters the surf environments to catch them.
The thieves wear masks of former presidents.
