The backdrop to this story is the fact that Colombia is doing some really interesting things with smart cities. @tocho2 I agree with you that smart cities are really important for sustainability and ultimately liveability. Since cities are already investing it makes sense to update/upgrade to smart grids and more responsive design.

My big question is can we power these cities from sustainable fuels and non fossil fuels?

A second question, can we use Blockchain to pay for and monitor these networks?

Definitely yes.
The use of the blockchain to monitor in real time and also for citizens to pay for the services they obtain is a great necessity and I think we are moving towards that immediate future.

I think the use of sustainable fuels will be a little slower to achieve, but in first world cities, this is already a fait accomplished, Latin America will have to join the initiative at some point.
