Thank you for this thoughful feedback. I appreciate it a lot. My answer will be quite long - hope you don't mind.
1 and 2)
Are creators accepted from all countries, or is the focus on Venezuelans only?
What language(s) will the creator posts be in (my Spanish is no bueno)?
Even currently all authors/content creators @project.hope is collaborating are from various different countries.
Please have a look at publications resteemed on this account - all those posts are created by different users from all over the world. All those publications we resteem and promote are in english. I like to read what I upvote and I do that whenever I can.
At the same time I'm not planning to expand core team anytime soon (those 5 individuals from Venezuela).
How do you determine that a given creator is 'worthy' of PH support - what is the criteria or basis for that determination?
It's not an easy question to answer. Such a user need surely post about topics mentioned in the post (related to blockchain,technology, economy etc.). And that mustn't be steemhunt post / advertising.
So far I'm focusing on supporting creators, who I got to know and who I value and see as a very active and responsive towards others. There are no strict criterias.
Also the way we communicate right now is quite simple and straight forward:
each author after posting new article is sharing with others by posting link to this publication on project hope telegram channel (or posting it within our hive).
If I choose to delegate SP, but later (be it weeks or months) decide that I have another need for that SP, how easy is it to undelegate it so that I have access to it again?
Undelegating is very easy and it's instant. Whenever you decide that you need your SP, then just cancel your delegation. And I will only be grateful for all your support.
I understand your concern about political situation in Venezuela. We're trying to avoid topics related to politics and religion at all cost.
My initial goal was to help change life of few people for better. And somehow I build my friendship with those few guys and Im helping them on absolutely human and personal level. Without looking into politics of their regime.
If this project is really only benefitting the elite to the detriment of the lower class then I would be reluctant to support it.
Fair enough. However this project isn't benefitting the elite. @fucho80, @juanmolina, @pedrobrito2004, @lanzjoseg and @jadams2k18 - those are all regular people. One of them is a pastor, some others are university professors. People with knowledge, passion and families to feed.
This project allows them to earn just a few $ extra, but it's a gamechanger for all those guys and their families.
Also all those 5 guys are working very hard (here on steemit) to earn those few $.
I am perhaps overly cautious when it comes to such projects because too many (not necessarily on steem) have turned out not to be what they claimed to be.
I'm sure you may still have some doubts and questions. From my point of view this project is very unique - mostly because at the core of it is one person: it's me. And I'm doing it all because I reached point of my life, where I'm financially comfortable and I want to make a difference. I want to help few people I care about to better their life. However I don't want to give resources - I rather help them create some "job position" which will allow them to secure extra profit. Profit that depends partly on their own work.

I appreciate your thorough response! I have no issues with the core team or yourself for that matter. I felt it might be useful for you to hear from a skeptic :). I must admit that I have not (yet) spent any time in the community. I suspect when I do I will get a better appreciation for the project. The fact that it is a global project (which I probably would have found out for myself) gives me a better feeling about it.
Who would I specifically be delegating SP to?

Truly it is very useful to hear opinion coming from someone who is a skeptic. This is how I can improve things and I always like to understand how other people feel about things I do.
