It's surely interesting choice of topic. Im a bit tired to read more about C-19, however I still found your publication worth my time.

I actually fully agree, that AI could potentially help us against future pandemics. The problem I see is that decisions are still made by HUMANS. And I believe that some of those making big decisions are well aware of consequences of their actions. They most likely have an access to great collection of data and analysis, and yet they make decisions which are against humanity.

Would AI be able to change that?

It's proven that Chinese authorities has been informed (by company behind very advanced AI) about C-19 already in december. Did it change anything? ZERO. Nada. Having access to those data didn't protect anyone, because it has been decided to ignore those data.

I completely agree with you that when it comes to reaping the benefits of AI, humans are still in the way. But this is both a good thing and a bad thing. Let me explain.
It is a bad thing like you've alluded to about the Chinese government (and many other governments) not acting quickly with respect to COVID-19 even when the data and analysis were starring them in the face. It's a classic human bias - overweight events you've seen in the past while underweighting rare events like the COVID-19 pandemic. In more technical terms this is called an error in Bayesian thinking and computers (AI) are currently way better than humans at this. My thoughts are that over time, humanity will learn to better calibrate it's probabilistic thinking especially in the age of AI, so this negative will surely correct itself over time.
However, it is actually a good thing that human intervention still exists so as to protect the most vulnerable among us. For example, if AI truly run the world, then it is not far fetched to imagine a world where PhDs in Computer Science benefit the most leaving so many behind. Just as we have income inequality today, if AI ran the world completely, I'm sure the word technical inequality will become a thing. The trick is to balance human intervention with AI autonomy - not easy, but doable.
