You are right... Different users on STEEM have different views about it... And when they come to the STEEM, they already have a different perception.
As they (we) are learning things, they are going deeper and deeper into that onion, until the similar (correct) view is formed...

The goal of this project is to "highlight Awesome Content, and growing the Steem ecosystem by rewarding it".
They don't even have to reach a similar view about Steem Zoltan. Because that would require people to be at the same layer of the onion, and most don't want that. Some just want to post, other just want to play games, some want to understand how things work at a deeper level, some want to know the APIs and be able to develop stuff on top of Steem, others want to run witness nodes, and few want to know how to code the blockchain core itself. Different groups with different views and focuses. But none of the groups are on their own, there needs to be communication to better understand each other's needs.
