The government can help to fight pollution by assigning law enforcement agencies to help stop individuals from illegal dumping of refuse. They should also provide proper means by which these wastes can be disposed in order to avoid pollution.

This the only way that government can control land pollution because if they provide/build where waste can be disposed without using law enforcement agencies,my dear people will still disobey
