After the formation of the ad hoc election supervisors, the Lhokseumawe City Panwaslih continues to collaborate and make breakthroughs continuously in order to convey accurate information related to the completeness of the work documents that must be fulfilled and can be accounted for in a hierarchical manner. In the 2024 Election, all ranks of the ad hoc election supervisors are required to be more sensitive to their duties and responsibilities in preventing potential violations.

Some of the series of forms of prevention include; Identification of vulnerabilities, coordination, periodic consolidation, and appeals. If in the previous election period the emphasis on the ranks was only focused on mastering the understanding of the concept of the rules, it is different in the 2024 Election period where everyone who has passed to become an election supervisor is required to master the rules as a whole and be able to master all types of supervisory work tools.

The parameters for the implementation of the maximum election supervision stage are the sustainability of the development and the intended focus points. One of the things related to this is being able to understand and practice all work tools, both those that have been prepared and those that are concocted independently. As an illustration, in addition to mastering the work tools that have been determined by Bawaslu, the Lhokseumawe City Panwaslih also designed an independent work tool to make the coordination function effective.

The independent work tool in question is a coordination sheet, which contains coordination materials, coordination results, initials/signatures of each coordination implementer and attendance of coordination meeting results. The use of the work tool in question is one part of the supervisor's prevention efforts regarding the conformity of regulations with implementation.

Supervision and prevention that are carried out in an organized manner need to be documented properly. Specifically in Lhokseumawe City, the implementation of prevention is carried out through the method of periodically socializing the stage rules to election participants, civil society, and coordination between election organizing institutions, as well as coordination with stakeholders of the Lhokseumawe City government according to the levels and issuance of letters of appeal.

The active role of all parties starting from the community, election organizers, election participants, government, and other related parties makes the election run in accordance with the principles and becomes something that is possible to realize. In this context, the sub-district Panwaslu has an important role in preventing potential vulnerabilities of violations and disputes in order to realize the integrity of the organizers.

One of the supporting components of the performance of the sub-district Panwaslu is the formation of village-level supervisors or called village/sub-district committees. In the context of supervision at the village/sub-district level, it can be said that the PKD is the guardian forces which are the source of strength and the spearhead of supervision. It is undeniable that all types of election violations start at the village/sub-district level. The presence of the PKD provides a more in-depth supervision movement in each village area spread across Lhokseumawe City.[]

Setelah pembentukan pengawas pemilu adhoc, Panwaslih Kota Lhokseumawe terus berkolaborasi dan melakukan terobosan secara terus-menerus guna tersampainya informasi akurat terkait dengan kelengkapan dokumen kerja yang wajib dipenuhi dan mampu dipertanggungjawabkan secara berjenjang. Pada Pemilu 2024, seluruh jajaran pengawas pemilu adhoc dituntut untuk lebih peka terhadap tugas dan tanggungjawab terhadap pencegahan terhadap potensi pelanggaran.

Beberapa rangkaian bentuk pencegahan di antaranya; Identifikasi kerawanan, koordinasi, konsolidasi secara berkala, dan imbauan. Jika pada periode pemilu sebelumnya penekanan kepada jajaran hanya berpaku pada penguasaan pemahaman konsep aturan, lain halnya pada periode Pemilu 2024 di mana setiap orang yang sudah lolos menjadi pengawas pemilu diwajibkan menguasai aturan secara keseluruhan serta mampu menguasai semua jenis alat kerja pengawasan.

Parameter berjalannya tahapan pengawasan pemilu yang maksimal adalah adanya sustainability dari pengembangan dan titik fokus yang dituju. Salah satu hal yang menyangkut dengan itu adalah mampu memahami dan mempraktekkan keseluruhan alat kerja baik yang telah disusun maupun yang diramu secara mandiri. Sebagai gambaran, selain penguasaan alat kerja yang telah ditetapkan oleh Bawaslu, Panwaslih Kota Lhokseumawe pun merancang alat kerja mandiri guna mengefektifkan fungsi koordinasi dengan baik.

Alat kerja mandiri dimaksud adalah lembar koordinasi, yang di dalamnya berisikan materi koordinasi, hasil koordinasi, paraf/tanda tangan setiap pelaksana koordinasi serta absensi hasil rapat koordinasi. Penggunaan alat kerja dimaksud merupakan salah satu bagian daripada upaya pencegahan pengawas terhadap kesesuaian peraturan dengan pelaksanaan.

Pengawasan dan pencegahan yang dilakukan terorganisir perlu dilakukan pendokumentasian dengan baik. Khusus di Kota Lhokseumawe, pelaksanaan pencegahan dilakukan melalui metode sosialisasi aturan tahapan secara berkala kepada peserta pemilu, masyarakat sipil, dan koordinasi antarlembaga penyelenggara pemilu, serta koordinasi dengan stakeholder pemerintah Kota Lhokseumawe sesuai dengan jenjang tingkatan serta penerbitan surat imbauan.

Peran aktif dari seluruh pihak mulai dari masyarakat, penyelenggara pemilu, peserta pemilu, pemerintah, dan pihak terkait lainnya membuat pemilu berjalan sesuai dengan asas dan menjadi hal yang mungkin untuk diwujudkan. Dalam konteks tersebut, Panwaslu kecamatan memiliki peran penting dalam melakukan pencegahan terhadap potensi kerawanan pelanggaran dan sengketa guna mewujudkan letak integritas penyelenggara.

Salah satu komponen pendukung kinerja Panwaslu kecamatan yaitu terbentuknya pengawas tingkat gampong atau disebut panitia kelurahan/desa. Dalam konteks pengawasan di level kelurahan/desa bisa, dikatakan bahwa PKD adalah guardian forces yang merupakan sumber kekuatan dan ujung tombak pengawasan. Tidak dimunafikan bahwa semua jenis pelanggaran pemilu dimulai dari tingkatan kelurahan/desa. Kehadiran PKD memberikan pergerakan pengawasan yang lebih mendalam di tiap wilayah desa yang tersebar di Kota Lhokseumawe.[]
