Intelligence Products More Needed by the President
President Joko Widodo or Jokowi signed Presidential Regulation (Perpres) Number 73 of 2020 concerning the Coordinating Ministry for Political, Legal and Security Affairs (Kemenko Polhukam). This regulation also revoked the previous regulation namely, Perpres Number 43 of 2015.
Related to this, the Coordinating Minister for Politics and Security Mahfud Md spoke up. According to him intelligence products are more needed by the President.
"BIN is directly under the President because state intelligence products are more directly needed by the President," Mahfud said through his Twitter account, Saturday (07/18/2020).
He said, this did not make him lose information from BIN. Because Polhukam will always get the information, if asked for it.
"But every Kemenko can ask for intelligence from BIN. I as Coordinating Minister for Politics and Security always get information from the Head of BIN and often ask BIN to give exposure at meetings of the Coordinating Ministry," he concluded.
Previously, this new Perpres was signed by Jokowi on Thursday, July 2, 2020. As for the different things in this new Perpres, it is stated in Article 4, where the State Intelligence Agency (BIN) is no longer under the coordination of the Coordinating Minister for Politics and Security.
Following are the contents of Article 4 of Perpres Number 73:
The Coordinating Ministry for Politics, Law and Security coordinates:
a. Ministry of Internal Affairs;
b. Ministry of Foreign Affairs;
c. The Ministry of Defense;
d. Ministry of Law and Human Rights;
e. Ministry of Communication and Informatics;
f. The Ministry of Bureaucratic Reform State Apparatus Utilization;
g. Attorney General's Office;
h. Indonesian national army;
i. Republic of Indonesia National Police; and
j. Other agencies deemed necessary.
While in Article 4 of Perpres Number 43 of 2015, BIN which is now led by Budi Gunawan is still under the coordination of the Coordinating Minister for Politics and Security. In addition, the new Perpres also adds three functions to the Coordinating Ministry for Law and Security.
Following are the functions of Kemenko Polhukam based on Article 3 of Perpres Number 73:
a. coordination and synchronization of the formulation, determination and implementation of Ministry / Institution policies related to issues in the political, legal and security fields;
b. controlling the implementation of Ministry / Institution policies related to issues in the political, legal and security fields;
c. management and handling of issues related to politics, law and security;
d. escorting national priority programs and other policies decided by the President in the Cabinet Meeting;
e. resolution of issues in the political, legal and security sectors that cannot be resolved or agreed between Ministries / Institutions and ensure the implementation of the said decision;
f. management of property / wealth of the country which is the responsibility of the Coordinating Ministry of Polhuka.
g. coordinating the implementation of tasks, coaching, and providing administrative support to all elements of the organization within the Coordinating Ministry of Politics and Security;
h. oversight of the implementation of functions within the Coordinating Ministry for Politics and Security
i. the implementation of other functions given by the President.
