My Village After the 2014 Village Law to realize sustainable development

in STEEM FOR BETTERLIFE2 years ago

In 2014, the Central Government issued a Law on Villages 2014. To implement the Village Law, the Government needs to recruit professionals in implementing the Village Law.

Furthermore, the Regional Government is obliged to synchronize regional programs with the Village Law, one of which is issuing regulations related to villages, one of which is the regulation on the allocation of village income, tax retribution, village origin rights, village development priorities, and allocation of village funds sourced from the APBD. And there are many other regulations that must be prepared by the Regional Government for village independence.

Before the Village Law was issued in 2014, the Government also issued Empowerment Programs to the community funded by the World Bank. Where the program is managed by the village itself and facilitated by reliable facilitators. Villages are taught how to manage Village Development to improve community human resources in financial accounting and make decisions that favor poor households.

In early 2014 the Government gave freedom to villages to manage their own finances with funds sourced from the APBN, Provincial APBD, and Regency APBD in accordance with the mandate of Village Law Number 6 of 2014. There is a big difference in terms of management from the years before the Village Law. it goes down.

In the past, the village received net funds to carry out a development, without being burdened because the facilitators assisted it. After the village law was enacted, the government gave space for villages to build and develop villages. The development process is from the bottom up, not from the top down like in the years before the village law was issued.

Every year starting from 2014 until now, villages are required to make a Village Revenue and Expenditure Budget (APBD), Village Medium-Term Development Plan Documents (RPJMD), and Village Development Plan Documents (RKPD). Where is the village head's own budgetary power holder? The Village Head annually discusses village development, both in the form of empowerment, and physical and non-physical development to boost the economy of the community itself. The most important thing is to increase the human resources of the people in the village itself.

The budget prepared by the Central Government every year increases to exceed 1 billion Rupiah in each village. In the wrong use of these funds, the village head must be held accountable for his actions before the law. One aspect of the village is complicated for the village head, on the other side the village gets considerable benefits to the life of the community.

This large fund is managed independently by the village itself, from the planning, implementation, and supervision processes carried out by themselves. So that the burden on the town is very high considering that our society currently still has human resources below the average value.

O youths of the nation that we are proud of, let's together guard and help our own village to a more advanced direction than before. Because without us caring, our village will be left behind in all respects. The government has given a very large budget, so it will be a loss if the funds are used inappropriately.
