Why can't the TUTORIALS be beamed into BIG SCREENS in Classrooms from a CENTRALISED Centre??

How could the decentralised Classroom tutural system be more effective than the CENTRALISED??

Please advise your Education Supervisor which of these will be more EFFECTIVE in this globalised world??
