Does this mean the greeters work for those communities that do not allow newbies around without an achievement? If this is not the case why don't they point out the newbies can join plenty of other communities?

I think the greeters definitely want to offer new arrivals help in the way they think is best. That is legitimate - but not without an alternative.
Do they apply, are they steered what to say or do they follow the bot that welcomes first?
It's akwardly quiet from the side if the greeters...
