The user must "at least" be within #club5050 (preferably).

I'm glad that you mention this, as with the new newcomer program, we do give newcomers booming votes.

Communities must direct a maximum of 2 votes per user each week.

You can maybe just mention the fact that users cannot receive more than 3 booming votes across the participating communities.
