The round 2 description is very ambiguous... is the "4 champions max" restriction still on? 250 morale doesn't count the '4th row' stuff right?

BUT: armies start with 25 morale missing!

It sounds like you mean 250 value worth of pieces and then -25 morale set, but I just want to make sure. Right?
