It is not a "sale" if you use steem. The writer is using the term "sale" because the price of steem has dropped, so if you use fiat, you are getting a "sale" price.

Buying in fiat is a club feature that helps you override all those exchange fees, esp because I still don't know where I can buy STEEM directly.
