This is a serious issue maybe he didn't know the effect of plagiarism because if the first one was a mistake why keep repeating it after several warning. I am definitely sure he opened a second account. People with multiple accounts thinks if they get ban, they will just switch to another account so they really don't care. This is a major issue and I think something needs to be done and fast.
