The most powerful solution for online privacy is to use both. You can combine VPN and Tor network but most of the VPN have to be paid and not everyone likes that.
This is one of the main differences: tor is free to use.
Now that you have learned all the pros of both technologies, I will explain the cons:

TOR

  • Low connection speed.
  • Some providers block Tor´s nodes on their net.
  • Traffic on the last node is not encrypted.

VPN

  • There are some free VPNs, but almost all are so bad. If you want a good service, you will have to pay which is a BIG con.
  • Some VPN can slow down your connection speed, just like Tor.
