Like you pointed out in the introduction part of the post, stuff like this is more common with government.

Once there is a change of government, the project becomes abandoned. The excuse people come up with, is that, if they continue the project, people will give credit to the previous administration and it will look as if they haven’t done anything.

So, the best option is to start their project in their own administration and complete it. That way people will say they are working.

No form of continuity whatsoever…
