Voting Service Broken due to Insufficient Tests (Refactoring)

I've refactored a PHP function to query the ticker price of STEEM. And it is working on one VM, however, it doesn't work on the server which performs the voting. Thus, the script crashed last night after I deployed the changes to all the servers that I've got (about 30).

I identified the problem and fixed it properly. If your posts were missed, please comment below.

Luckily the Voting Power has not overflew yet (about 97% when I discovered this).
