Steem Load Balancers: Continued Refactor/Improvements

I've spent a few hours today to improve the Three Steem Load Balancers, which are:

• api.steemyy.com: located at London, UK.
• steem.justyy.com: located at New York, USA.
• steem.senior.workers.dev: located at CloudFlare Edge Network Please note that this has a daily 100K requests cap.

The first two are based on Open Source

Here are My witness nodes and servers

Changes:

1. Filter out the nodes that do not meet min_blockchain_version which is set to 0.23.0 by default.
2. Set max_age caching value for GET requests only.
3. NODE_ENV=production to improve the performance.
4. Fix that only 5 servers maximum are chosen. For cloudflare workers, there is a maximum 5 requests in parallel.
5. Add more logging.
