Here are the updates to the rates:

TLDR; of the changes:

1. day_separator for the two rates is changed from 14 to 20 days.
2. rate 1 is changed from 0.17 to 0.147 and the fee is changed from 1 to 0.95
3. rate 2 is changed from 0.15 to 0.137 and the fee is changed from 0.5 to 0.495
4. max day of lease is changed from 180 to 365
5. max_to_delegate per rent is 200K subject to availability.
6. default is 14 days.
