Yes, if not, they will lose all power over people. But, do you think they can stop the blockchain network and the bitcoin? If everyone start to give all the confidence to it and step buy step use bitcoin to pay and buy along the years, they will lose the power anyway.
That makes unstoppable bitcoin or any criptocurrency?
