At the time of construction, Cheomseongdae dug 1.5m of the floor and put sand and gravel in it. It is based on the fact that the ground of the particle type is less shaky than the hard ground. In addition, stone, sand, and gravel were filled in Cheomseongdae. This is a seismic design called 'plate axis' that absorbs seismic waves.
