Hard fork 19 is the most recent change to affect Steemit, its code name was 'equality' and has modified the algorithm used to calculate voting power.
Voting power used to be exponential meaning that those with large amounts of Steem power had a disproportionate share of the reward pot.
The voting system is now linear, meaning that 1 Steem power = 1 vote.
TLDR; Smaller/new users get better rewards.
