I think creater of steem because he also started bitshares and is doing eos I believe. Steemit is one of those projects part of steem. I think from what I remember of a David packman interview

Is it B?
Well since it was Ned and Dan's idea to begin with, and since I'm sure both had a major role in developing it, depending on how you define the difference between developer and creator in this instance, i guess it could either be B or C.
