[Newbie question] I just make my first post -- 4 upvotes gave $0.12 but after 10 votes its still @ $0.12 ??
Could someone please explain this? Or did it simply not update $ amount yet?

That is determined by the STEEM POWER of the users voting.
How much you get depends on who is voting. The number of voters does not matter. You only get more $ if someone with currently enough influence (steem power) votes.
