My verdict on this matter: whether this "unethical" behavior can be considered as a scam or not is highly debatable. Only two of the team members use faked photographs. The dev said that that is due to the nature of the Chinese government. The dev feels that real photograph can lead to the insecurity of the Chinese citizens who are involved in this project.
