New Gridcoin Leisure Update 3.6.3.0 Released

Fixed
- Fix problems sending beacons, #684 (@tomasbrod).
- Fix clients getting stuck at V8 blocks when syncing, #686 (@tomasbrod).
This leisure update fixes a critical issue with sending beacons and should help prevent users syncing from 0 getting "stuck" at block 1010002. Thanks to all our devs for this release, especially @tomasbrod, @ravonn, and Rob.

The previous "fix" helped users stuck at 1010000, haha.
