IS A STATE WITHOUT THE MINISTRY OF SCIENCE AND TECHNOLOGY AN APE STATE?
There is a catch that Countries and Communities which can not designate and develop their own Scientific and Technological tools to fashion their own life style uniquely to better their culture is an Ape(monkey) state or Community.
In other words, Science and Technology can only be bought from real humans by monkeys or Apes because Apes and monkeys can not develop their own Superior Technology over natural disasters.
