Well, in russian the whole post was just an explanation what I would like to calculate )
Let's say we have a community of 10000 minnows having 10 Steem Power each and 10 whales having 1 million SP each.
Let's assume Steem is produced in amounts to guarantee 100% per year for SP holders now and 10% of all Steem produced goes for authors/curators rewards.
Let's say we want to motivate whales to keep 90% of SP in non-voting form. What we have to do exactly?
It would be something like provide 120(?)% per year for NVSP and 20(?)% for SP holders, I guess.
But would it encrease curator rewards for minnows as much that it would compensate the loss of passive income for SP holding ?
Actually the question is, what we have to do to make everyone happy ? )

However I thought that we might just start with making some assumptions in order not to make everything to complicated.
Because the whole idea of this 10000 + 10 community is quite artificial anyway.
And not to forget that some changes were implemented already, like now 75% is author reward and 25% curators reward and that's not what WhitePaper says.
Now we just have to plug in the numbers in each variable and see the numeric result.
This is, of course, an approximation, but I think this is enough to illustrate an idea. I also am not sure in which form we will compensate a whale. It's one thing when a whale was intending to comment but didn't comment because of the new compensation rule, or she didn't comment simply because they didn't read the post.
As far as the coefficient k it seems to be a logarithmic function. So it is possible that if I know what this function is I'll be able to give a better estimate.

I also need to know how the current system compensates a whale for voting. If a whale would have to withdraw 90% of her votes I need to know this formula in order to calculate whale's losses. This way we can come up with a compensation formula for silence.
There's a number of good posts from @theoretical explaining how the system works. However probably we just could start with some reasonable assumptions.
If we just monitor how much active whale curators can have now, like
@smooth 2,300,000 SP 2,500 last week
@blocktrades 2,900,000 7,500
@ned 4,500,000 3,500
@berniesanders 2,300,000 4,400
It looks like hardly anyone could manage 20% per year. I've heard top curators could make 60+% though.
