Maybe you're using a UV filter? (also called a clear sky filter). They had their use in the film days, but mostly now are used for lens protection. An ND filter (or Neutral Density Filter) is used to cut back on the amount of light that comes in through the lens. This is used to allow for longer exposure times, like this photo:

I'd double check and see if what you're using is a UV filter. NDs are too pricey (unless you want them to be XP). The one I used above was something like $30 (USD). Anyway, great photo, and keep on shooting! :)
