Ghost cities of China

Anything is possible in China. But she went overboard when it comes to this. There seems to be more than 50 cities fully empty or with very low population. Officials say that some of the empty cities have yet to be finished for people to move in. Why is China doing this? For the purpose of boosting GDP by urbanization plan?
