How far has Weather Modification come?

There's been a little bit of hype lately around Hurricanes and Weather modification. It seems to predominately be around the YouTube channel WeatherWar101, who makes the claim that Harvey and Irma are geo-engineered from start to finish.  

To understand the claim I had to re-educate myself about the inner workings of hurricanes from my high-school years; my understanding of his claim is that unnatural sequential rapid water vapor burst generated around the hurricane provided the hot moisture above, that also covered and cooled the air below, to turn what would usually be monsoon rains in to category hurricanes.  He provides satellite imagery evidence that does seem pretty clear and compelling of rapid water generation feeding the storm cell/hurricane.

The channel provides no explanation of where the rapid vapor generation comes from, so I preformed a quick google on  'in-Place Sequential Water Vapor Generation' and immediately found a US patent 'Method for weather modification and vapor generator for weather modification' which included the use of Nuclear Fission Reactors as a heat source for water vapor generation. This patent further makes a claim that the WVG [can] be ship mounted.

If you have never read about the History of Weather Modification this claim can seem pretty wild and crazy on first thought, but if one considers some of the origins of weather modification, it becomes easier to entertain the idea:

In 1905 Mr. Charles Hatfield would bring up to 8 inchs of rain to Southern California, Mr Hatfield would not specifically explain his system but would comment "I found after many experiments that certain chemicals had the power of attracting moisture in the atmosphere..."

In 1946 Vincent Schaefer discovered the principle of cloud seeding by way of experimenting with supercooled clouds using a deep freeze unit of potential agents to stimulate ice crystal growth, i.e., table salt, talcum powder, soils, dust and various chemical agents with minor effect.  He decided to move the process along by adding a chunk of dry ice just to lower the temperature of his experimental chamber.  To his astonishment, as soon as he breathed into the deep freezer, a bluish haze was noted, followed by an eye-popping display of millions of microscopic ice crystals, reflecting the strong light rays from the lamp illuminating a cross-section of the chamber. He instantly realized that he had discovered a way to change supercooled water into ice crystals.  

In 1967 Operation Popeye, a highly classified US weather modification program in Southeast Asia, successfully increased rainfall in carefully selected areas to deny the Vietnamese enemy, namely military supply trucks, the use of roads.

In 1976 the CIA project Nile Blue was intended to squeeze the rain out of clouds before reaching Cuba to lower the yield of a Castro governments sugar harvest

In 1978 NASA experiments with Barium cloud seeding from satellites

In 2008 a Freedom of Information Act request revealed the Navy's ongoing efforts in research to give the US military a viable state of the art weather modification capabilities

In summary: if you are of the position that Weather Modification is such an unlikely thing for humankind to achieve and utilise on a mass scale, then why do we have a global Convention of Environmental Modification that bans weather warfare, which is the use of weather modification techniques for the purposes of inducing damage or destruction.
