How does the traffic light work?

I I tell you: I love taking pictures of strange things that happen, and in the town where I live, in eastern Venezuela, after 37 years living in it, I photographed something like that ... sometimes I saw the wind blowing and I saw how those pipes moved, from My car told me: Someday they can fall, and they seemed impossible, until today I could see that if possible ...
