I think this is just a step up transformer, it will up the voltage but lower the current, though I'm certainly no expert. However, we can quite simply split the hydrogen and oxygen atoms of H2O and have combustible gas that will easily power a car, we can run engines on water and the only byproduct is steam or in other words water... It's true.
